Ukraine's military intelligence reported that Russian forces are mining the plant. Also, if Russia restarts the reactors, a potential meltdown could increase contamination within a 40-50 kilometer radius. Prompt evacuation would prevent severe doses for civilians, but many residents in the area feel trapped. They highly doubt that Russian authorities would evacuate them if an incident occurred.
