Mafias and drug lords are bad. But you clearly wont go fight any of their henchman without sufficient support and backings – because that's suicide and you gonna get your whole family murdered.
And when your action caused the catastrophe, screaming mafias and drug lords are evil is kindda stupid. You already know they are evil at the first place.
